Covid-19: Notes on PSBB and the Implementation of the Health Protocol in Indonesia

KOMPAS.COM JAKARTA, - The Covid-19 pandemic has been running for six months in Indonesia, starting from the announcement of the first patient infected with the coronavirus on March 2, 2020. One of the efforts of the central and regional governments in suppressing the transmission of the coronavirus is to implement social restrictions on a scale large (PSBB).

The PSBB policy is stated in Government Regulation (PP) Number 21 of 2020 concerning PSBB in the Context of Accelerating the Handling of Covid-19. The PP, which was signed by President Joko Widodo on Tuesday (31/3/2020), regulates the implementation of the PSBB and the requirements for its implementation.

For example, Article 2 Paragraph 1 explains that the PSBB has the right to restrict the movement of people and goods entering or leaving certain provinces, districts, or cities. The implementation of the PSBB must also obtain permission from the Minister of Health, Terawan Agus Putranto.

"With the approval of the minister who administers government affairs in the health sector, the Regional Government can carry out Large-Scale Social Restrictions or restrictions on the movement of people and goods for a certain province or regency/city," reads Article 2 of Government Regulation Number 21 of 2020. In PP, the stipulation of PSBB is also required to consider a number of matters as stated in Article 2 Paragraph 2. The considerations are epidemiology, magnitude of threat, effectiveness, resource support, technical operations, political, economic, cultural, social, defense and security considerations.

Meanwhile, Article 4 Paragraph 1 describes the various forms of PSBB, namely school and work holidays, restrictions on religious activities, and restrictions on activities in public places and facilities. "

Large-scale social restrictions include at least: school and work vacations; restrictions on religious activities; and / or restrictions on activities in public places or facilities, "reads Article 4 Paragraph 1 of Government Regulation Number 21 of 2020.

After the issuance of this PP, many regions submitted PSBB applications to the Minister of Health, and DKI Jakarta became the first province to implement PSBB, namely in April 10, 2020. Then, on April 17, Minister of Health Terawan granted the PSBB proposal from West Sumatra Province. In addition, there were also 16 districts or cities that submitted the PSBB and Terawan granted it.
